does anyone know why some combo boxes have a scrollbar and some don’t?

Using Function Arguments with nested formulas
If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
Most likely because of the number of drop down lines the combo box is formatted to have.

(If you're using the combo box from the Forms toolbar, right click on the combo box, go to format control and the control tab)
