Comvert group of numbers to text in differnent cell

Okay I am a noob so hopefully I can explain this okay.

I'm looking at taking a set of numbers and converting it into text in another cell.

So if I have 1,500 stores and type the store number ex 0123,0155,0475 in one cell lets say A1 it will show what division that store number is located in B1 Ex West, east, north, south etc

the store numbers will not be a range but random like listed above. Is this possible?

User will enter store number in A1 and then B1 will show where is located.
Suppose the store list is in A2:B100 (Column "A" store number, column "B" store location):
Excel Formula:
=VLOOKUP($A$1,$A$2:$B$100,2,0)
