Conditional format keeps formatting when cell is blank

I have a cell (H19) which has this formula "=IF(OR(ISBLANK(H18),ISBLANK(L26)),"",L26/(60*7.48052)/((PI()/4)*(H18^2-1.88^2)/144))" until it is triggered it keeps the cell blank. Problem is I a have 2 conditional formats on the cell 1. =AND($H19>35, $H19<40) which turns it yellow 2. =$H19>=40 which turns it red .

Problem is that when the first formula keeps the cell blank it is formatting red.

Can this be fixed
