Conditional Formatting Based on a Value in Another Cell

I work for a Market Research company and there is this long formula that tests whether the difference from month to month is significantly higher or lower.

What I would like to set up is conditional formatting for the data cell in CELL B7 (45%) where the color of the cell would be determined by whether the formula in CELL P7 produces a value of either +1.64 or -1.64.

(I want to show the data in B7 but have the color determined by the value in P7.)
 

Excel Facts

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
