Conditional Formatting Based On Dates

I'm in O365, and I know this shouldn't be this difficult, but for some reason I'm struggling. I need to format a column based on due dates and % complete.

Column A is % complete, Column B is Due date.

Anything that is 100% complete in Column A, regardless of date, would be green. (Complete)
Anything not 100% complete, and the due date in Column B is within 2 weeks of today's date, would be yellow. (At Risk)
Anything past due would be Red. (OVER DUE)

I've got the first and last highlighting to work using =A1=100%, and then =A1<TODAY(), but I cannot for the life of me figure out how to format the 'at risk' section.

There's got to be a simple solution that I'm just too cross eyed to see at the moment.

If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.
