Conditional formatting formula

Hey everyone i need some help with formulas.

I need conditional formatting formula to highlight specific range of numbers in specific row.

I would like to highlight all numbers from (-4 to 65) in rows where number 3 is in column C.
So in this case all numbers from (-4 to 65) in range E4:T4 and E7:T7 are highlighted red.

See screenshot... i did this manually for row 4 and 7 which have number 3 in column C.

One more question.

Formula doesnt work if i change it from =AND($C2=3,D2>=-4,D2<=65) to =AND($C2=3,D2>=-4,D2<=-65) So highlight numbers from -4 to -65

Any idea how to fix this?
