Conditional Formatting with Multiple Criteria

How can I make this formula correct to conditionally format cells based on two criteria?

Formula: =$J14=Options!$A$8 & $C14=Options!$A$2
 

Excel Facts

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.

Maybe:
Excel Formula: 
=AND($J14=Options!$A$8,$C14=Options!$A$2)

Use the AND function, i.e.
Excel Formula: 
=AND($J14=Options!$A$8,$C14=Options!$A$2)
