Hello,
Im not sure why Conditional Formatting is acting this way.
I assume, I might need a different formula.

Excel Facts

Can you sort left to right?
To sort left-to-right, use the Sort dialog box. Click Options. Choose "Sort left to right"
The formula must refer to the first row in the applies to range.
As you are using the entire column it should be A1 not A2
