Conditional Formatting

I am trying to create a conditional format on a cell using two conditions:

The Value of a Date in the active cell is not > TODAY and the value "No" is present another cell. I have tried:

=(((D13-TODAY())<1) and (F3="No"))

try this formula

=(d13<=today())*(f3="No")
