Conditional Formatting

I am working on a report that will highlight progression of learner either red amber, of green based on values of week number on program and percent complete.

Where it gets interesting is say week is 48 should show 100 percent will be green but if lower that 90 show as red

I want to be colour to be selected from a range of that will differ dependent of the week number.
