Good Afternoon,

Is there any way to make the control tip text in a VBA user form return the value of a cell?

Yes! But what type of sub command should that exist with?
With an event related to the user from such as the
Private Sub UserForm_Initialize()
event, but any other userform event you choose, depending on when the value in the cell is likely to change while the userform is showing.
