Convert cell to hyperlink based on content

This is going to sound like a dup, but hear me out.
I currently have a column (C) that creates a hyperlink based in the content of column (B)
I want to eliminate column C and conditionally format format column B cells.

The idea is if a ticket number or a change number is in cell B, the cell text will be made clickable with the correct URL to view that item. Ticket and Changes have a different URL.

Can't use macros since this would be in the Teams version of Excel.

Use the PMT function: =PMT(5%/12,60,-25000) is for a $25,000 loan, 5% annual interest, 60 month loan.
That is not something that can be done with conditional formatting. You will need to keep col C
