Converting commas to full stops.

I have a sheet that contains data output from a database that I don't have access to.
The data is output in a format that uses commas in place of decimal points. When in excel this means that the number values in excel are not as per the original.
I am currently getting round this by copying and pasting the raw data into notepad then replacing all commas with full stops then copy pasting back into excel.

Is there a way to do this in excel directly. Whenever I have tried it the resulting numbers do not match the original as excel interprets commas differently.

A small screenshot of some of the raw data is below. 28,311 is actually a value of 28.311 and 25,12 is actually 25.12 etc.

I tried formatting the raw data as text but excel then removes most of the commas totally.
For reference, for some reason the data in the cell 28,311 is shown in the text box as 28311 but 25,12 is shown as 25,12.

Any help as always much appreciated.
 

Excel Facts

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
Are you using US locale or European? As numbers you show ( except 25,12) are right aligned ( supposing no manual alignment) they are real numbers not text looking like numbers

How about
Excel Formula:
=IF(ISNUMBER(B2),B2/1000,--SUBSTITUTE(B2,",","."))

Hi - just noticed an issue if the original number doesn't have a comma in it, ie if the original value is 50 the formula converts that to 0.05.

Any resolution for this?

How about
Excel Formula:
=IF(AND(B2>=1000,ISNUMBER(B2)),B2/1000,--SUBSTITUTE(B2,",","."))
