Copy Paste Dynamic Range with 1 or Multiple rows from one sheet to another

Hi All, I have a code that I use use to copy and paste from one sheet to another but only works if I have 2 rows or more.
I am trying to copy from Dashboard Sheet Starting at C21 and pasting values to Split Shipment Import Sheet Starting at B2 any help would be appreciated.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
