Copy rows until specific date, add time column.

I would appreciate any help.
The first row of a lease must be copied per month until there is a amendment. Then that row must be copied until 2024M7.
There can be more than one amendment so each time the date changes that row must be copied further.
A column must be added indicating the year and month.
