Copying Cell as template cell then paste it down via cell value

Hello all,
Button to do the following...


On sheet 16 Cell O21 theres a Number. say 6...
Row A23:K23 is a Template

What i would like to do is Copy the entire row, and "Insert Copied cells" below it self. Thoughts?
