Could anyone please explain how this macro works???

As I check the Object Brower by pressing Alt+f11 - "CDbl" is a VBA Member of conversion...
Please explain what does "CDbl(Time)" does in the macro below?
I have also seen Cdate, CVdate, Cdec etc...is there a website i can learn what all this function means ....but please explain to me this works..
