Count negative and some positive values

How can I count two sets of values in Excel. I am trying to count all values that are less than Zero plus columns with a value of ".55".

I have tried =Count(IF(SumRange1,"<0",IF(SumRange1,"0.55",SumRange1))).

I get a value if I only use <0 argument but If I add the "0.55" I do not get any value. Nor do I get an answer with "0.55" by itself.

=COUNT(IF(SumRange1,"0.55",SumRange1)) Produces 0

=COUNTIF(SumRange1,"0.55") does provide the correct answer 1.

=(COUNTA(IF(SumRange1<>"0",IF(SumRange1<>".1",IF(SumRange1<>".35"
,IF(SumRange1<>".65",IF(SumRange1<>".9",IF(SumRange1<>"1"
,SumRange1)))))))) - Does not count negative numbers or .55 ( Also used Just COUNT on the front instead of COUNTA here as well with the same results.

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
Try this:

Try to give an example along with the expected outcome...

Does

mean that you have multiple ranges to process or is it just a single range?
