Count values in a group

I have a spreadsheet which is calculating reimbursements from insurance companies. The results range from zero to 104%.

My standard reimbursement rate should be 52.3%.

I want to count how many reimbursement instances are within 2% of 52.3% and then group all of the other results into 2% bands or groups higher or lower than 52.3%.
I tried using a pivot but could not figure out how to group the numbers except manually and that won't work.

I don't use Visual Basic and would prefer a solution, if possible,, using Excel commands.
