Countif and absolute values

I have a column of percentages and want to count the number of cells with values <=10% and >=-10% (abs(10))

It seems like I should be able to do this with COUNTIF, but I am struggling. Any help is appreciated.

What if one needs to do a count with a formula in the condition, like this:
=countif( range, abs(xxx-norm_value)<0.01)
or perhaps;
=SUMPRODUCT( --(ABS((range)-test_Value)<0.01))
i.e. in the formula, one needs to reference the values in the range.
