countif formula not counting today's date...

Hello guys
This is my sample formula:
=COUNTIFS(R3;">0";R3;"<"&TODAY())
And as the title says, it is not counting (it is ignoring) today's date.
Any help please?
 
Do your cells have a time attached that you are hiding with formatting?

Then that is your issue, you are looking at 00:00 hours with Today(), try
Excel Formula:
"<="&TODAY()+1-TIMEVALUE("00:00:01")
