COUNTIFS including greater than 10% of a cell

I am trying to input a formula whereby I count any cells in excess of 10% where the account number matches.

My COUNTIF formula was simple - =COUNTIF(Holdings!A:A,'Master Sheet'!D2).

I then want to add in the bit about only counting if the number exceeds 10% of a cell. I got as far as:

=countifs(Holdings!A:A,'Master Sheet'!D2,Holdings!H:H,

after this comma, I want it to state if greater than 10% of cell H2 on the Master Sheet.

Can anyone help with this please?
