Create Shared Excel File with Limited Access and Viewing

Hello,

I would like to create an Excel master sheet that will be available for editing for selected users. I know I can make specific worksheets accessible to certain users, but is there a way to make portions of a single worksheet viewable and editable? Here's an example.

I'd like for only Adams Elementary reading specialists to edit the rows to Adams Elementary. The only thing editable for them will be to select the subject from the tutoring program dropdown menu (the other data in the row will be locked down). However, I'd like to make these rows of data visible only to Adams Elementary and be hidden to other school users. Is this possible?
