Creating a Capcity Graph

I am trying to create a capacity graph that shows percent of capacity used. I have four assets
Like This

Hip Printers 9.25 (8.25)
Sorter 0.07 0.93
Staffing 1.00 (0.00)


I have converted use to percent. First column is % of use, second is remaining capacity.

I am using a 100% stacked bar. I am trying to have it change color as the capacity reaches max. I also want it to go past 100% when the demand is greater then capacity. Currently it goes in the opposite direction.

Thanks for any direction.
