Creating exceptions in Sports Standings: Wild Card

I'm trying to create exceptions for formulating the current MLB baseball playoffs. My problem is how to write it down exactly. Here are the conditions . . .
When the season ends the team that has the most wins shall face the wild card team, UNLESS that wild card team will be of the same division as of the league leader. In that case the teams will face the opposing division leaders.

My issues before this are to create automatically sorting standings by win percentage and to tie teams not only to their league (American, National) but to their respective division too (West, Central, East) and how to determine the wild card in a format separate from that of determining league standing.

In other words, taking the top league and leading divisional teams while keeping the wild card and weak divisional competitors in the Wild Card Chase.
