Custom Number Format needed

Does anyone know how to custom format the correct display number using a number format or conditional format.
I have been using the accounting category with the $ sign to the far left.

If I type .2358 it displays $ 0.23 I can fix it by increase the decimal places however
if I type 2800.00 it displays $ 2,800.000
and 180.00 as $ 180,000

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
What do you want it to show. What you have got aligns the $ signs and the decimal points. if you want the decimals aligned but the $ sign just to left of the first digit of each number try $#,##0.00;-$#,##0.00;$0
The $ signs wont line up, but the decimals will.
