Custom number format to replace blank with "text"

Hello

What would be the custom number format to replace blank with "text"?

I tried ;;”text" or "text" with conditional formatting but it didn't work.

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
You cannot use a custom cell format to put text into an empty cell.

You would probably need to use VBA to do something like this, but then you need to determine how/when the VBA code would run.
Would someone run it manually, or should it happen auotmaitcally upon some event happening?
If so, what situation/action would trigger the code to run?

If you write a blank, then it returns "text"
Try:

;;;"text"
