Default templates not working

Hi. I'm using Excel 2016. I created Book.xltx and Sheet.xltx templates and saved them in the folder path C:\Program Files\Microsoft Office\Office16\XLSTART. In both templates, I specified that in the print settings, scale fit to page and print gridlines were selected.

The problem is that when I open a new, blank workbook, Excel is apparently not using the Book.xltx template to create the new workbook. However, if I create a new sheet within any open workbook, the print settings that I specified in my Sheet.xltx template ARE being used!

One more thing: If I open the Boook.xltx directly from the folder path C:\Program Files\Microsoft Office\Office16\XLSTART, the print settings that I specified and saved are there. So I know that the template itself is set up the way I wanted it.

Why won't Excel open a blank workbook using my Book.xltx template?

Excel Facts
