Difficult Equation

I need to set an equation , but i dont know how do i start with it.

I have a table of Nationalities with almost 25 Nationality and tickets fare (2 Columns and 25 Rows)
I have also Status of the tickts in the contract
-One Basic Salary-Cash
- Yearly Ticket up to one Basic Salary
- Tickts after 2 Years
- Tickts after 3 Years
- No tickets entitled

I have the inputs;
- Employees data which takes the salary and all employees data
- a table which gives the Nationality and Tickt fare

Now , if i use IF function it wont fit coz the max equation is almost 40-46 equations, also tried to use index and match but i'm not sure that it will works coz this function needs tables
kindly assist

Dear Smitty ,
I dont have a table to put , the data that I have is shattered

the contract status is in the employees data
the Ticket rates according to Nationality is another table in other sheet

what I exactly need
I need to put a cell in the employees data where it can figure the ticket fare directly after it sees the Nationality and contract status
I already made this with IF function but the problem is i have 25 Nationality where IF function will not accept

coz with IF function each Nationality will see the 5 contact status;
-One Basic Salary-Cash
- Yearly Ticket up to one Basic Salary
- Tickts after 2 Years
- Tickts after 3 Years
- No tickets entitled

so I should make total of 125 IF Function which cant be
