Display Number as Feet Inches

I think the answer to this question is no, but I would like to know if there is a custom format that can be created in Excel that displays a number in feet and inches. Note, I am not interested in a formula that converts a number to feet and inches in another cell, but I want to format the entered number.

For example, if I entered 1.5 into cell A1 then A1 would display 1' 6''.

Is this possible?
