Drag Equation with blank rows but only increment equation reference by one

I am working on Table1 that requires me to reference the Table2 row of data, skip a few rows of input for Table1, then reference the next row in Table2 four rows below in Table1. When entering into B3 cell "=E3" and selecting it and the three rows below, B7 becomes "=E7".

This is the desired outcome.

Is there any way to force this to only increment up one over several rows?
 

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
