Drop-down list based on another cell value, otherwise blank

Dear All,

Despite google research I cannot figure out following problem:

Cell A can have list value X or Y
If X cell B stays blank and any value can be entered OR if Y cell will have a drop-down with a range.

Is that possible. If have seen video with dependent list but they always have than different lists based on cell A but not the option of a blank cell.

Spell Check in Excel
Press F7 to start spell check in Excel. Be careful, by default, Excel does not check Capitalized Werds (whoops)
Might be hard to understand what the requirements are.

Cell A : Can be X or Y.

If X cell B stays blank and any value can be entered OR if Y cell will have a drop-down with a range.

If Cell A = X, then Cell B is blank.
If Cell A = Y, then cell B will enable a drop down menu.

Just making sure. Where are the values in A coming from? Is it something from another cell or something you enter?

Is Cell A a drop down menu? Does it need to be automatic and update everytime values update?
Or can it be once A updates, then you manually run it to make B meet the requirements.

Thanks, your clarification of the issue is correct.

Cell A is a drop down list with two values.

Cell B should stay blank if Cell A is X or automatically provide a drop down if Cell A is Y.
