Drop down list dependant on adjacent cell being 'not blank'

Good morning,

I am wondering if it would be possible for a cell to contain a specific drop down list, but only if the adjacent cell is 'not blank'. For example, Cell B2 would have a dropdown of 'Yes and No' only if the result in A1 is 'Not Blank'. Cell A1 contains a formula that selects specific questions depending on what option is selected in another cell.

I am wondering if this can be done using only formulas as I have no experience using VBA.
