Dropdown that displays Slip Numbers (taken from another workbook) according to Site Address selected

Please can someone help me.
I have 2 workbooks each with a working sheet.

From workbook 1, I need to insert a dropdown in column Slip Numbers that displays the slip numbers just for the Site Address selected in Site Address column. Then when the same site address is selected in any row below, it will display the site addresses available (minus the ones selected above)

The data for the dropdown is found from Workbook 2, but is not sorted or synchronized, but does correlate with a particular site address.
