Dynamic Dependent Dropdown lists, where Drop Down position is not fixed

Hi, I need your help in creating Dynamic Dependent Dropdown lists (multiple)

I have checked below link, but the Drop Downs Position is fixed
Create dependent drop down lists containing unique distinct values in excel

I have a requirement here like, user can enter a number say 4.

and there I need to insert 4 columns (eg, A B C D)
where
Row 1 will have a drop down say Region
Row 2 will have a drop down say Country
Row 3 will have a drop down say State

Row 3 Drop Down is depended on Row 2 which is depended on Row 1
I was able to do this for Column A (refering to the link above) but no clue on how to do this for multiple columns.

Any help, on how to achieve this.... will save my back....

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
