Email people who are over certain value

Hi I like to email people who are above a value let's just say 10k from the list below

ColA ColB
Howard, Alan. 9500
Doe, Jane. 10600
Doe, John. 11000
James, Phil 9900

Don't know how to write the code for email I assume you would use if structure but not sure where to put it in a code with email.
