Entire row is outlined with a border then disappears

When I type in a cell...and then click or enter through to another cell...a border appears (seems to be Top & Thick Bottom Border) on the entire row i just clicked out of. Then a short while later it disappears. I don't understand what is happening. There is no border highlighted...I click no border...I even reopened excel and it still is doing it.

Not sure how to post what it looks like...
