Error - "Personal Macro Workbook Must be open to Record Macro" Please advice.

Personal Macro Book not loading along with my excel why? Please advice.I recorded my personal macro and after that for some reasons the workbook is not loading along with my excel, when i closed and re-open my workbook.
When i tried recording macro to personal macro book it is saying "Personal Macro Workbook Must be open to Record Macro"

I just dont know what to do...please help!
