Excel 03 toolbars & macro assignments not saving

Hello
I have a the following in Excel 03 on an old computer and want to transfer this environment to a new one.

C:\Program Files\Microsoft Office\OFFICE11\XLSTART\Personal.xls (has many macros)

C:\Documents and Settings\macdonda\Application Data\Microsoft\Excel\XLSTART\Excel11.xlb (has my custom toolbar buttons and menus)

The toolbars display properly but the macros are assigned based on the above path to Personal.xls. My new Windows 7 machine has a slightly different path to the Personal.xls file (C:\Program Files (x86)\.......)

So, I re-assigned the toolbar buttons to this new file location and saved the Personal.xls file but, when I re-launch Excel, the assignment to the new path isn't retained. It reverts back to the same old path.

What am I missing and how can I fix it?

Any help will be very much appreciated.
