Excel formula correction for if cell is blank, then calculate

I have written this formula but it isn't working - how would I write this to say if F2 is blank, then use the 2nd formula IF(C2<TODAY(),"Past Due",E2), otherwise, if F2 isn't blank, then mark "Complete"?

=if(F2=""),IF(C2<TODAY(),"Past Due",E2),"Complete")

If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
I think I figured, it out - but I need to add on to this:
=IF(AND(F2=""),IF(C2<TODAY(),"Past Due",E2),"Complete")

If E2 is = pending review or pending review2, then Pending
