Excel is looping to the maximum amount of iterations when I do goal seek for a fairly simple calculation?

Hi - I am having an issue with the goal seek function.

I am trying to set the difference between two values to 0 and use goal seek to do this. However, one of the requirements for this model I am working on is that one of the values has to be greater than or equal to the other. But, when I change one of the inputs to be within the same integer (ie. one value is 10.45, and I set the other to be 10.9), it loops to the maximum number of iterations before not returning a solution. I know the model itself works, because if I set 10.9 to be 11.0, it returns a solution. Can anyone provide any insight into this issue?

Also, I am using goal seek through a macro for my sheet, not sure if that matters. Because when I step through the goal seek feature, I have the same issue.
