Excel Macro Conflict

I have an Excel sheet I designed fo for our sales people to use.
It has some VBA code written in it that will run an advanced filter function based on a users selection from a drop down box from the control toolbox.
Problem is that it runs fine on my PC and runs fins on another users PC, but not on all when tested.
For some reason on a select few PC's the Macro enable/disable diaolg box does not even show up when they open the file (does on all PC's where the file actually operates).
It almost seems like it is forcing a macro disable on a few PC's?

Can anyone tell me what could be going on here?

Could it be some sort of security setting?
It's very strange, I have no Macros and only one string of code in the whole file. The VB code is listed below?

In menu Toools - Macro - Security - Security level must be set to medium. If I remember good, the default setting is High, so no macro can be executed and no dialog appears when openning workbook.
