Excel recognizes value in countif, and gives 1's and zeros, but vlookup using the same value results in #N/A

I have two tables in Excel. In one is the exported data from a Power Bi presentation. That presentation is actually a mash-up of two Excel tables. I wanted to verify that the mash-up was catching everything so I exported that data and compared it to the raw data of one of the two originating sources. I can do a countif and it seems to work OK. I even did a find and determined that records in one column identified with a 1 for matching were indeed in the source column. But, when I do a vlookup to match the countif value to a lookup column, it gives #/N/A. Why would it be able to verify it exists in countif but not be able to find it in vlookup?

Excel Formula:
=VLOOKUP(B7548,'[All WOs - Dates v2 2-9-2021 8-05-36 AM.xlsx]Sheet1'!$A:$R,2,FALSE)
<---Fails
Excel Formula:
=COUNTIF('[All WOs - Dates v2 2-9-2021 8-05-36 AM.xlsx]Sheet1'!$A:$A,B7548)
<---works

I also set all data types to "general".
