Excel Rollover menu

Are you able to create a rollover "menu" in Excel. For example, you can go to almost any website and roll over their "about us" link and that drops down a list of items under that category that you can click on like History, contact.... Can that be done in Excel?

So what I would like to do is is set up a sheet if they roll over a word, cell, or shape that it would drop down a list of choices that they could pick and then that would link to another sheet within the same document or even an external website. If they roll away without picking an option, the menu disappears.

Seems like this should be able to be done but there are VERY few (if any) YT videos about it and they are all very old.

Excel Facts

How can you turn a range sideways?
Copy the range. Select a blank cell. Right-click, Paste Special, then choose Transpose.
I don't know of any built-in method for doing this. This post may be of interest though it's not really practical IMO.
