Excel won't let me select 'Move to Back'

I've checked protection among a few other options but cannot get my word art or pictures to go behind text. The selections are dimmed out and I can't select anything that will allow these items to show BEHIND my text. What am I missing?
 

Excel Facts

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
If you mean behind text in a cell, it won't happen. Pictures are on the worksheet's drawing layer, which is above (in front of) the cells.

As close as you'll get is setting a background image, which doesn't print.

If I remember right, you can only insert ONE background image? So close, yet so far.

Yes, but you could make a lovely montage of as many images as you like ...
