F4 not reproducing the last action

With the newest version of Excel (Office 365) F4 won't repeat the last action unless I manually repeat the action first. Then F4 will work as expected. Is this a new 'feature'?
 

Excel Facts

Ambidextrous Undo
Undo last command with Ctrl+Z or Alt+Backspace. If you use the Undo icon in the QAT, open the drop-down arrow to undo up to 100 steps.
