Fill down non consecutive formula from one sheet to another

Yes! Type 1 in a cell. Hold down Ctrl while you drag the fill handle.

I couldn't look at the workbook, but is this what you're looking for?

A1: =INDEX(Sheet2!$A:$A,((ROW()-1)*4)+1)

Put that in A1 and drag down. I also noticed that you listed 7 values to go in 6 cells.
