Filter or Highlight Cells From 2 Columns

Essentially I need to filter or highlight all cells in column A that contain any of the state names in Column B. How is this done?

You can use conditional formatting
1. Highlight the cells in column A
2. Go to conditional formatting and choose to use a formula to format the cells
3. Type in this formula
=SUM(IFERROR(SEARCH($B$1:$B$3,A1),0))>0

You should get an output like this
