force Conditional Formatting Manage Rules to always open to This Workbook

Hello Fellow Excellers!

When I open the Conditional Formatting Manage Rules window, 99% of the time I want to see all of the conditional formatting rules for the entire sheet I am on. Is there a way to force the dialog box to open to This Worksheet every time instead of the current selection?

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
Not to my knowledge.

That's what I figured but I found it so annoying that I would kick myself for not asking. Thank you for your time and response.
