Force entry in a range before closing a workbook

I have several sheets in a workbook
Entries in Range B8 to E14 are mandatory before closing the workbook
The workbook is twelve worksheets where each worksheet is renamed with a month.
How can i achieve this ?

I guess this would be close, however i cant get this one to work:
